Dial Plan Question

I want to send a call to an external trunk if there are no matches in internal partition or DNs. Is it possible to do?

For example, i dial 4digit extension and if there is no internal DNs matching it, should attempt on another trunk which will send the call to a pbx.

If this is CUCM:

You can create a route pattern that is less specific that any other pattern - such as XXXX. The other patterns will be more specific and be preferred, but if there isn't a match this route pattern would be used.

If this is CME:

You would want to create a dial peer with a destination-pattern of .T - the same principles apply here.
