What is the purpose for the command of "config ap add"?

www.cisco.com/en/US/docs/wireless/controller/5.1/command/reference/cli51c1.html#wp5384876

I can see on the very limited explanation that it's used to add a Foreign AP. Can someone shed some further information?

Thanks.
