Yes not quite sure why it says 3750 as it has always been 4500.

But please clear this line as i am bit confused "first the underlying STM-1 controller has to be initialized then you need to configure the tributary controllers until you reach the E1 level".

Specially for tributary Controllers.

in simpler words:

you need to configure a controller that represents the whole STM-l link.

Then following the documentation you need to define some Virtual Containers (payload objects) until you can define a controller E1.

To be able to define an E1 you need first to define a VC that carries inside a T3 DS3 rate and then an E1
