Hello Sudhir,
channelized interfaces require to configure a hierarchy:
first the underlying STM-1 controller has to be initialized then you need to configure the tributary controllers until you reach the E1 level.
see
http://www.cisco.com/en/US/docs/ios/12_4/interface/configuration/guide/h_stm5.html
this is for a PA in a flexwan, but the config should be similar for the SPA in the SIP.
this is the right link
Hope to help

"thanks so the threshold is at 4500 points"
Yes not quite sure why it says 3750 as it has always been 4500.
"don't worry I will stay here at purple level for a while :-)"
No worries, it does seem to take forever to get out of purple tho :-)

Thanks a lot.!!!
But please clear this line as i am bit confused "first the underlying STM-1 controller has to be initialized then you need to configure the tributary controllers until you reach the E1 level".
Specially for tributary Controllers.

Hello Sudhir,
in simpler words:
you need to configure a controller that represents the whole STM-l link.
Then following the documentation you need to define some Virtual Containers (payload objects) until you can define a controller E1.
To be able to define an E1 you need first to define a VC that carries inside a T3 DS3 rate and then an E1
refer to the second link in my first post
Hope to help
