I'm using Cisco Unity Connection 2.x.
The number of licenses for Voicemail, for example, is 200 users and currently run-out, and I have the new 50 additional users need to use IP Phone. Is it possible to transfer call from Auto Attendant to these non-VM-users?

yes but you need to do so from a system transfer, call handlers, subscribers, etc only recognize DNs that exist in CUC as valid transfer options
system transfer allows you to dial ANYTHING that is within the restriction tables
