We're planning to enable our CiscoWorks LMS 3.1 envirnoment to use the TACACS+ login module. My question is this: Will we still be able to login as the "admin" user, which has super privileges after changing over to TACACS+ ?

Yes. You can configure a list of fallback users, and admin is typically in this list (or the only allowed user). However, if you are going to be using TACACS+, it is recommended you grant admin access to users that have TACACS+ accounts so that proper accounting can be done. Only login as admin in an emergency.

Thanks jclarke for this info. Another question regarding configuring fallback users: Where do you configure the fallback users, on the local CiscoWorks side or the ACS server ?

On the LMS side. When you enable the TACACS+ login module, you will get a configuration dialog. At the bottom will be the fallback config.
