Unable to connect to Ciscoworks via GUI

I can't log into ciscoworks server via HTTP. Server was set to autrhenticate to ACS when connecting to ciscoworks. We lost connectivity to acs so cisoworks was showing Tacacs+ fallback mode. When connectivity to acs was restored, ciscoworks was still showing Tacacs+ fallback mode. Tried to toggle between users authenticating to acs or locally to see if goes back into Tacacs+ mode. Logged out of ciscoworks and now can't get back into ciscoworks via GUI. Shut down the daemon, broght it back up and still cannot get into server. Any suggestions

Merely shutting down the daemon does not reset the login method. You'll need to perform the steps in the "Resetting the Login Module" section in this doc:

Then reset the admin user's local password, as needed, as outlined here:

That will get you into the GUI to switch back to TACACS+ mode, if I'm reading your current situation correctly.
