WLC4400 (stand alone) is unreachable because the power is switched off and back randomly.WLC4400 is connected to core switch 3750 and the configuration behind core switch did not change.

is the controller unreachable remotely ? if so have you tried logging in to it from the core or 3750 it is connected to (assuming management vlan is configured) ?
