I'm using LMS 3.1 installed on a windows server 2003 SP2 (Ibm xseries 336, Multiprocessor Xeon 3.2Ghz, 2Gb of Ram).
It's very long to get the portal window, Ciscoview ...
What could be the problem?

What do the server CPU stats look like? How loaded is this server?

CPU utilization looks okay. What about the client? The majority of the portal rendering is done on the client. If you launch LMS from the server itself, is performance better tahn from a remote client?

Running with only 2GB of RAM must be the problem. Or the swap.
What kind of version are you running, recommandations are :
LMS 100
1 CPU with 2 GB RAM memory requirement with a swap space of 4 GB.
LMS 300
1 CPU with 2 GB RAM memory requirement with a swap space of 4 GB.
LMS 1,500
2 CPUs with 4 GB RAM memory requirement with a swap space of 8 GB.
Check your cpu and memory utilization.

I'd suggest adding RAM to the server. You're page file size is running than your available RAM, likely causing a lot of swapping to and from the hard drive.
I'm not positive about your specific model of server, but go the http://www.crucial.com web site and it'll walk you through choosing RAM modules. It looks like an additional 4 GB would only run you about $55.99 USD. (http://www.crucial.com/store/listparts.aspx?model=System%20x3350%20(Type%204192%20and%204193))
At today's low memory costs, there's no good reason to skimp on RAM. If it saves staff an hour, you've recouped the investment on 4 GB of additional RAM right there.
