Redial issue in CCM 6.1.2

I'm trying to setup some Directory Lookup dial rules, so when the users have a missed call, and they hit redial, it will append the 9 before it places the call,

however this isn't working

could you point me on the right path

look at this doc:

Add Prefix to the Missed Call Number
