CSA gui not appearing

I have a small number of machines in our environment where the CSA gui will not appear. All pc's share the same policy so it is not a rule issue. CSA has been uninstalled and re-installed.When trying to launch the gui manually, there appears in the Application event log: "Abnormal exit: Directory 'C:\Program Files\Cisco Systems\CSAgent\cfg' does not exist"

The pc is communicating with MC and behaves normally other than the gui not appearing. Version is OS is WinXP sp2
