CUCM not sending SIP Publish Messages to CUPS

We are having Phone presence issues (Onhook & Offhook). From the CUCM logs, CUCM is generating StationInit Offhook message and right after that there is no SIP PUBLISH message sent out to CUPS. Any idea how can we troubleshoot this.

We are using CUPS 7.X CUPC 7.X and CUCM 7.X

I have this problem too.

I am not on-site, are there any other things i can look before i try BLF?

Was this a new install or working before?

BLF is basically the control the SIP Publish. If the line status changes, and *its subscribed* to a CSS to publisher, the Trunk will publish the information to the end point. (CUPS).

I'd probably check in the CUCM Services that Publisher is actually configured.

Check in CUPS in Troubleshooter and make sure the CUPS is using the correct publish trunk.

If you're seeing Stationinit Offhook but no PUBLISH SIP, check the following:

1) Make sure you have SIP Stack debug enabled in trace options. LOL

2) Make sure the line appearance was associated with end user ID. CUCM > Device > Phone > Line > at the bottom the page > associate to end user.

3) Make sure the user was licensed for CUP. CUCM > System > Licensing > Capabilities Assignment.

4) Make sure CUPS synchronized the information over from CUCM. CUPS > User Management > End User. Make sure the user was licensed for CUP.

5) Make sure the SIP trunk was set up properly. CUPS > Diagnostics > System Troubleshooter > check "Presence Engine Troubleshooter" portion.

6) Reset the phone to make sure configuration got updated.

7) Restart Presence Engine to make sure the SUBSCRIBE sent over to CUCM.

8) Get a book from

Hi Guys,

Abolutely incredible.....after 1 week the system has started again to publish the correct status of user without do anithing on the system CUPS or CUCM.

This is absolutely a phantom problem.
