Is there a way to determine how many active wireless users are on the network by checking ACS? Currently our users need to re-authenticate periodically (about every 15 minutes), however, ACS shows no logged in users. There should at least be one -- ME!

The logged in users report depends directly on having Accounting enabled.
You should start seen the "Logged in users" once accounting is configured on the AP/WLC...

aaa group server radius rad_acct
I have that on all 1800 of my APs.

We should be looking for something like this on the AP:
aaa group server radius rad_acct
server
aaa accounting network acct_methods start-stop group rad_acct

Do you see any Start Stop messages in the RADIUS Accounting active.csv report?

Yes, more stops than starts, but I do see both.

You might be hitting a bug: CSCsd62772.
I suggest you open a TAC case in order to check AP and ACS logs...
