No busy-tone for VoIP

Hi all,

This is my setup:

PBX_A--E1R2--Cisco GW--WAN--Cisco GW--E1R2--PBX_B

PBX_A made a call to PBX_B, if the extension is engaged, no busy/engage tone is heard on PBX_A.

I have the following 2 commands for both Cisco GW:

voice call convert-discpi-to-prog

voice rtp send-recv

Kindly advice what might be the possible solutions.
