Cannot log into CTIOS client with Nortel as a routing client

I'm setting up a new deployment. ICM 7.5.3, Nortel SCCS 6.0. - AAS not enabled. PIM is active, and calls can be delivered from Nortel to ICM and back to Nortel successfully. When I try to log an agent in however, the CTIOS toolkit client grey's out, the agent's phone indicates that the agent is logged in, but we cannot change states from CTIOS, and when calls are dilivered to that agent, no data pops in the Client.

Currently, the agent is configured in Agent explorer, and the extension I'm using is configured in the Peripheral Monitor tab as a Meridian position.

Looking for any ideas. - Thank you in advance.
