IP Phone 7970 with Voice Messaging

I have a problem User A and user B are using an IP Phone 7970. if A calls to B the call is going to voice mail directly without any ring. and remaining all users who are using 7911, 7940, 7960 calls to User B call goes to users IP Phone. Means only User A IP phone is in this behaviour rest of all are ok. Can you please help me in this regard.

Look in Unity, under the subcriber mailbox for phone B. Check the call transfer options for this subscriber, and be sure the option is checked to "ring subscriber at extension", as opposed to "send directly to subscriber's greeting". Also, check the obvious and make sure that Phone B is not CFA to voicemail.
