2801 FE0/0 AND limit access by MAC address

Can I limit access to port FE 0/0 by a list of MAC addresses? if so can you point me to an example? I tried only assigning IP's by static but I am still fumbling for the best solution. I have a remote location with an unmanaged cheap switch in front of the 2801 router and I am trying to keep anyone from plugging in personal devices for Internet access

One option is that you disable arp on the involved interface and manually configure arp entries only for devices that you want to allow.
