The coverage hole alarm is sent by Lightweight Access Point Protocol (LWAPP) to the Cisco Wireless LAN Controller (WLC)if the clients on the access point (AP) are detected at low received-signal-strength-indication (RSSI) levels.
Hope this help.

You either play with the automatic Radio Resource Management, deploy additional APs to cover the "hole" or disable SNMP/logging traps.

I'm interested in with the answer too. I got millions of syslog entries such like this: Verify Coverage Hole returned L7_FAILURE
Ok I can turn of Coverage Hole detection or syslog but it makes no sense :)
Can i Just remuve this message from sending to syslog ?

I found solution.... migration to 6.0 :) or set Syslog level to Critical.

A bug was filed on the controller code 5.2 for this undocumented error, and is fixed in 6.0 I believe.
