I have a CME installed and I wanted to know how to remove the outbound dialing of the 411 inforamtion number.

Ok...forget all the translation stuff. I just tested this on my CME in the lab.
just do:
config t
telephony-service
after-hours block pattern 1 9411 7-24

It applied successfully, but it still allows me to dial the number..?? I wrote to memory also..anything I'm missing?

I think the problem is that I have this number configured as a dial-peer..??

I didn't realize it was you. Hows it going. Anyway, try this:
voice translation-rule 1
rule 1 reject /9411/
voice translation-profile reject411
translate called 1
dial-peer voice 9411 pots
translation-profile outgoing reject411
destination-pattern 9411
port 0/0/0:23

Can you do a debug voip dialpeer while making the call and post the output here, there may be another dialpeer that is allowing you to make the call.
