ACS 4.0(1) Not communicating with CSAgent

Our primary DC crashed and now I'm trying to configure our ACS to talk to DC2 for authentication of VPN users. I have setup the Remote Agent on the ACS and when I look at the Agent details, it says that Windows Authentication is 'Available', but under 'Used by this ACS' it says NO. I've looked at the CSAgent.ini file on the Remote Agent and everything looks OK.

Can someone help me with this??

Please go to acs--->external database--->windows--->configure--->remote agent-->choose primary and secondary acs.
