No music on hold for certain users

For some reason we have some users that don't get music on hold. The only thing I can see is that these users are in a different Device Pool and calling search space. Has anyone seen this before? We are running UCM 6.1

if a user does not have access to the MOH server which is defined in the MRGL (defined on device or device pool) they don't get MOH.

compare MRGL from working and non-working users

check in phones also the music source is correct,..

Check to make sure the audio MOH files are on all of the MOH servers
