Volume Drops on conference feature on UC520

We currently are using a UC520 in our office.  We have 4 analog lines plugged in from the standard configuration that came with the box.  If I have a call, put them on hold, bring in a second call, the volume drops significantly for both users.  they can hear each other, but barely.  Anyone know why this would occur?  Did we miss a setting somewhere?
