IPMA when Assistant is not running

i configured IPMA and everything is working fine. Now i am trying to achieve the following: when the Assistant application is not running, the call should go to the assistant phone. I try to do this by setting Cfwd Busy/No Answer on CTI Route Point Line, however no matter what put there, the call always ends up on the manager phone, if the assistant application is not running. Can this be changed somehow?
