I presently have Device Fault Manager 3.1.2, I am attempting to install the 3.1.3 version but its asking for a license. When I provide the license file it states that the file is invalid. Has anyone run into this issue?

This is my bug CSCsy80255. Re-download the DFM 3.1.3 SP, and this problem should be resolved.
