IVR is not voice recognition. IVR is Interactive Voice Response. The difference is that Interactive Voice Response can include touchpad entry (i.e. Press 1 for sales, etc) or short answer ("Press or say 1 for sales") but does not include the general purpose voice recognition like you would see in voice dictation software.

So, better to define what you want the phone to do, because even IVR is a little ambigious.
