When we upgrading the LMS 3.0 to 3.1 Do we need to uninstall LMS 3.0? please clarify

No, you can do an local upgrade. See http://www.cisco.com/en/US/docs/net_mgmt/ciscoworks_lan_management_solution/3.1/data_migration/guide/lms31_dmg.html on how to migrate from LMS 3.0 to 3.1.
