Hello Mohamad,
being the broadcast traffic level related to IPv4 subnet size you should use:
Vlans and IP subnetting with one-to-one corrispondence (1 L2 vlan is a broadcast domain and 1 ip subnet is associated with it).
Vlans block broadcast that cannot go from one vlan to another.
Lan switches need to be used for this: they can associate groups of ports to different vlans.
Also some tuning in windows networking like using WINS servers help to reduce the broadcast level.
Also if vlans are already in place protections tools like per interface storm control exist
