When logging into CUPC: "Login failed. Make sure your username and password are correct"

CUPS 7.0 in conjunction with CUCM 6.1.3
I have assigned a number of users to the CUPS cluster, and have added a number of CUPC's to Call Manager (Device name= UPC<USERID).
-CUPC device is associated with userID in CUCM
-primary extension is chosen
-Capabilities are assigned
-Authentication in CUCM uses LDAP.
-CUPS diagnostics shows all service are running, and sync-ed with CUCM.
