Yes, I currently using a system with 4000+ users all using EM. Just need to plan your Dial plan carefully and plan you CSS correctly if using multiple. We use the CSS on the line of the UDP to block and the CSS on the devise to allow access to the PSTN. In the older versions you had to get the users to log out and back in for any changes to take affect. But with CUCM 6 + you only need to do this when you change a PhoneButton or Softkey template. Be carefull with Moc if you are planning on using this as well. Have to be logged in to the phone before signing in to Moc.
