ACS appliance and remote agent works independently. There is no way to make acs appliance not to respond, when RA is down.

ACS have internal users also, so if RA is down, internal users should be able to connect. So practically if is difficult to change this behavior.

What you can do here is to configure another remote agent as backup when first RA fails.
