IP phones registration problem

Hi All,

We are using Cisco CallManger version 5.1.3. In a cluster,we have got one Publisher & Subscriber.We have got IP phones model 7940 which are registered with SIP protocol and 7960 IP phone which is registered as SCCP because of expansion module being connected to 7960.

All IP phones are registered to Publisher.

The problem which we are facing is that when Publisher goes down , all 7940 SIP IP phones do not register to Subscriber.

7960 SCCP phone gets regsitered to Subscriber.But we are unable to make PSTN calls through H.323 gateway.

At this point of time,we are able to login into CUCM Administration page of Subscriber. All 7940 phones show as UNKNOWN in DEVICE--PHONE.

Database replication is fine.All 7940 IP phones are using latest SIP firmware available on Cisco site.

Can anybody help on the same?
