Cisco 2811 HWIC-4E no PoE

I have a 2811 with the following:

- HWIC-4ESW + ILPM-4

- 2811 power supply with black IP Phone icon (Inline power support)

- IOS 2800 adv ent 124-22T

I cannot issue "show power" command and my HWIC with the inline daughter card installed does not supply power to ip phone plug to the port.

I have also connect a power cable from the 2811 inline power supply to the motherboard with -48V supply.

Any idea how to troubleshoot?

Ok, I realised the ILPM-4 has a burned chip located at Q8.

Is it common to have burned chip due to irregular power supply? The power feed is AC power.
