My Question is if i want to use the Nokia Intellisync Call Connect client with the CallManager, do i require license file from Cisco to integrate the Nokia Phone with UCM ?

Yes, you do, for each user / phone that you add, it requires a single license. This is actually a Cisco Part number on the Pricing Tool.
What you would do is upload the COP.SGN file to the UC Manager PUB and this would allow the Nokia device to show up under your Add Phone options. Then, you install the Call Connect client on to your Nokia phone. This is the part where you require a license, otherwise you can install it with a temp 60-day license to try. After the 60 days, the client is inactive and must be uninstalled and reinstalled to reenable, using your new license file.
