I'm trying to run OSPF inside my network and I'm running Version: C3560 Software (C3560-IPBASE-M), Version 12.2(25)SEB4, RELEASE SOFTWARE (fc1).

If not, does anyone know which IOS file I can upgrade to, to use OSPF?

Actually, You can upgrade the new version of the same IOS feature set, IPBase as long as services(aka SMBSA) you bought at the first time.
In case you want to upgrade to the new ios feature set like IPService. You need to pay for that.

IPservice image is what you need. Yes,You can upgrade.
Note: Just to make sure that you got that image from the right place.

You do need IP Services. You can choose any release as long as you get the right feature set so yes you could go for c3560-ipservicesk9-mz.122-50.SE.bin but you could just as easily upgrade to the IP Services Feature set of the current IOS version you are running, up to you really.
Note that there will be an additional cost to go to IP Services from IP Base.

I haven't been able to find the IP Services for the current IOS version.
When you say "cost", do you mean a price to pay to upgrade, or the effect it will have on the switch when I do upgrade?

I was able to download: c3560-ipservicesk9-mz.122-50.SE.bin for free from Cisco. The .bin file is all I need right?

Yes the .bin file is all you need. There is nothing to stop you downloading from Cisco but that doesn't mean it's free. You should talk to your Cisco reseller if you have one.

Please perform a "dir all-files"
You need a minimum of 128MB of DRAM and 16MB of Flash.
cisco WS-C3560-24TS (PowerPC405) processor (revision D0) with 118784K/12280K bytes of memory
This shows that total DRAM. You add them together to get about 240MB of RAM.
The "dir all-files" will show you how much Flash you are using and what you have left.

The sh ver only shows DRAM, not flash.

Your flash space is okay. Like Jon mentioned, you need to contract re-seller. It's not free anyway.
