Hi:
Can you post the config?
Are you sure about the switch type?
SPIDs?
What about the number you are dialing? Is it valid?

I do not think that it is an issue with the copy of IOS that you are running. As long as the IOS recognizes the BRI interface it should support dialing activity on the interface.
I believe that there is a significant hint about the issue in your original post:
Layer 1 Status:
DEACTIVATED
Layer 2 Status:
Layer 2 NOT Activated
If layer 1 is deactivated and layer 2 is not activated, then this is the first problem that you need to solve. I would suggest that you check on these things:
- is the router interface correctly connected to the circuit?
- is the circuit to which it connects activated?
- is the circuit to which it connects a digital circuit and not an analog circuit?
- I would suggest checking the switch type but you say that you are positive that this is correct.

Hi
when I try to call the router i can see the incoming call and the 3 layers look good.
woods#sh isdn status

I agree that this looks good up through layer 3. In your original post the ISDN layer 1 status was deactivated. In this post the layer 1 status is Active. Did anything change between the original post and this one?
If you are still having problems I would suggest that it might be helpful to have the output of debug isdn q931.

Hi Rick,
nothing has changed. the only thing I did was to make the call inbound which brings up all the layers.
here is debug q931
18:36:24: ISDN BR0/1/0 **ERROR**: host_disconnect_ack: Unfound B-channel on Disconnect_Ack call id 0x8023
18:36:46: ISDN BR0/1/0 **ERROR**: CCBRI_Go: NO CCB Src->HOST call id 0x8023, event 0x5 ces 1

Likely a bug, try upgrading to 12.4(3j).

Hello Mick,
under the BRI interface you need commands to specify how the router should do the call
isdn caller is just a call screening on received calls
you need to use
dialer string
or
dialer map ip
commands to make the router able to perform a call for DDR purposes.
Edit:
you are using a dialer interface so you need to put the calling commands under the dialer interface that uses pool 1.
You haven't provided your interface dialer config so the notes above are valid for the logical interface.
Sorry for the confusion.
Hope to help
Giuseppe
