You will need to purchase the Phone licenses as well.They should look something like this CP-7941G-CH1=
Cisco Unified IP Phone 7941G, channel with license
This licensing is "honor based" and is not loaded on the router itself :)

Base Cisco Unified CME feature license and phone user licenses that entitle you to use Cisco Unified CME are **purchased.
