Is it possible to restrict all outbound calls except for 911 calls in Call Manager 4.2?

yes, again it's all based in CSS and partitions
pt_SFO, CSS_SFO, 911 in PT_SFO and using RL_SFO which uses SFO_GW
same logic for LA or whatever site you want, CSS and partitions

it's possible in any version, simply don't create any route patterns other than 911

Thanks! So looks like this will work for a single site.
How about for multiple sites where each site has its own gateway/route list? How can each site have a unique route pattern and yet allow users to just dial "911" digits during an emergency.
Hope this makes sense.

Thanks! We have created the CSS and partitions for each site. But as for the route pattern, is it possible to create multiple route patterns called "911" but assign the different partitions and gateways/route list?
What we are looking for is if a user in San Francisco calls 911, PSAP in SF will get the call. And if a user in Los Angeles calls 911, PSAP in LA will get the call.
Sorry if this is starting to sound confusing.
