When using CIPC (no mater what version) running on CUC 4.2 I cannot make any external calls.

check the optimize for low BW is not checked in your IPC, it causes G729 to be used

I read that may be the problem and already gave it a shot, but to no avail. any other suggestions ?

check your IPC DN has CSS that allows external calls

exactly what happens when you dial???

if it's "your call cannot be completed as dialed..." it CSS issue

check regions to make sure it's not codec issue
