Here's the gist of it all. By default, if you configure your WLC normally, the AP's run in a mode called "AP Mode". When this happens, if your one-and-only goes down for maintenance (like firmware upgrades), the AP's will stop and search for a controller until one is found.

However, if you operate in H-REAP mode, when your one-and-only WLC goes down AND your don't reboot your AP's, the AP's will operate normally.
