Is it ok to delete the html directory on a 2950 to free up space , we don't use the GUI function at all, think the answer is yes just want to verify.

Yes it is safe to delete the html folder and everything below it.
You'll want to issue:
no ip http server
no ip http secure-server
If you haven't already.

If you so wish, yes you can. Invoke the command "delete /f /r flash:/html" should delete the file.
