is there any way to restrict internet usage per user like 512 kbps per user and how to take log of ip accouting ? can this be accomplish on a router or we need a third party hardware ,,, any suggestions. .....

Ugly, but on many Cisco routers you could police rates per host address. (On a 6500, believe you can police rates per flow.)
