Can I apply 'BGP nei soft-reconfiguration' to my neighbours in the CCIE lab so that they can learn configuration faster. Is it safe to do this.

Hello Just,
in a lab environment you can use the old clear ip bgp * without no risk to have impact in a production network.
In general you can do what is not explicitly forbidden but adding unrequested commands require some time.

the other way you may want to clear BGP routing table updates is to use;
"clear ip bgp x.x.x.x in" where x.x.x.x is your neighbor ip address. this way your router will prompt the neighbour router to re-sent bgp table update. much more safer in the production network.

-Use the dynamic soft reset method for resetting the BGP table using: clear ip bgp - - - - soft in/out
