I've seen poor performance of a link if using rate-limit (be it Cisco or other vendor). But anyone experience slow web page loading thru a rate-limit link? Can share with me?

Specially web sites loaded with scripts and multimedia.

Nope, rate-limit have impacts even though the connection is not congested or overloaded.

Poorer performance than what's expected is not uncommon with rate-limiter or policers. The reason, they usually drop more packets out of traffic bursts than a similar bandwidth interface might, i.e. they behave like an interface whose FIFO buffer is too small.
