Call Forwarding on Cisco Phone

We have CCM 6.X cluster and have 7960/7961 IP phones with 5 lines/buutons configured. I want to do a "Call Forward All" for the 5th line on the phone to a different number/extension. How can I achieve this directly through the phone.

I am aware that I can achieve this for the first line/button using "CFwdALL" softkey on the phone.But when I try for 5th button it gives error "That key is not active here".

I am also aware that this can be achieved by login to the phone through web using a ccm user id and configure a call forward all for the required line. But wanted to know if this can be achieved directly through the phone .
