Hi,
Do Cisco IP phones work with third party call Control agents eg Avaya Communication Manager S6800?
If so, should I provide the licenses also?
What licenses should I provide?

Depending on your SIP Server you are using the Cisco Phones (example 7970) need the SIP Firmware and the Phone Settings need to be uploaded via a TFTP Server.

The only Cisco phones that were meant to be supported with 3rd party call agents were the older phones - 7940,7960, etc.
The newer 7970,7941's,7962's etc were designed the same way, and the SIP stack was built for CUCM/CME.
You may find better support with the 40's/60's.
