Block Hold for Certain Users

I have a user that says the old Fujitsu PBX prevented all other users from putting her on hold. I tested this and verified it worked that way with the old system. Are there any good ways to do this on CUCM 6?

no, CUCM does not have such feature, without meaning taking the hold button and affecting all users. MOH is not configurable to work with user X but not with user Y, it's all or none.
