UCM7, numbers accessed via directories button (LDAP AD integrated), do not have the 9 as part of the number. Is there a way to modify this as a phone setting.

I am assuming that you mean, that after synching with AD, the phone number that a certain user has, does not have a prefixing 9?
I ran into the same issue in my organisation, and decided to use E164 numbers in AD, because we can feed into AD quite easily, we ran scripts to change all the contact numbers in AD.
Alternatively set up route patterns and prefix the 9 "called paty transform" and "prefix settings"

yep, thats what I mean. Putting the full e164 number in is the direction I was heading in also.
