"Selections Unavailable" on 7941 phone?

Hi, I tried implementing /Desktops/360x196x4 with appropriate desktop files and thumbnail .PNGs

I then made a list.xml file and located it in the same folder. I have enabled user customization in CUCM6.1 but get the message "Selections Unavailable" when i try to change my background.

Ideas?

Change permissions of the new List.xml file and associated image files for the 7941 to match the existing files and restart TFTP service.
