IP communicator and ccm settings

I have a ip communicator configured in the ccm to forward the call when its busy, no answer, no coverage, not registered,etc. The call is redirected only when the ip communicator is running on the computer. If the computer is off or if the ip communicator is not running the transfer does not work.

How can solve this issue?

The IPC is not different from any other phone when not registered, if your CCM/CUCM version has CFA or CFUR that setting will take effect.
