I have a remote user with an 870 router that can't get her 7941 to register. It appears to register in CM, but never fully comes up on the users end. Running CM version 6.1.2.1000-13

sounds like you have added the wrong phone type in CUCM

You either have the wrong phone type or mac address possibly. Is the phone connected through a VPN? If so, there could be something wrong with that configuration.

How are you trying to register it I mean is it autoregistration or manually adding mac-address?
You might also want to check licence unit report to make sure you are not running out of licenses
Also check under CallRouting--->route plan report --->unassigned DN
Delete all unassigned DN with the extension and ses if it helps
Also verfiy if database replication is working fine.
